In Wisconsin, new commercial buildings and additions built after November 1st, 2025 (and projects submitting plans after October 1, 2025), now require whole-building blower door testing (Link to testing page) to be done. Wisconsin recently adopted the 2021 International Energy Conservation Code (IECC) with state-specific modifications, as well as ASHRAE 90.1-2019. Whole-building blower door testing is now required to verify building envelope air leakage.

The new ordinance, called the Building Energy Savings Program, applies to commercial buildings larger than 25,000 square feet. The city will compare a building’s historical energy usage to an average figure and then require buildings with higher-than-average usage to perform commercial energy-efficiency work to make the building more efficient.
